I really don't think a criminal will choose that option because it would still not be certain they will be the victor. Criminals are cowards and will only commit a crime if they are relatively cretain they will not get caught or shot. Also if we all carried openly it would give the police a chance to run a check on anyone they think looks suspicious to see if they are a felon and legally allowed to carry. See someone carrying just run a 51 on him and it it comes back 1052 then just arrest him and take him to jail, if it comes back no wants or warrants then just say thank you sir and let him go. Crimminals don't worry about the law and will carry a weapon concealed anytime they want to, but with open carry it will just level the playing field for law abiding citizens somewhat.
