It's a church in Hungary.
Lovers engrave thier initals onto padlocks and then lock it around a fence. You
could google many more pics if you like, there are many fences.

Yeah, I think it started in Florence because one of the catherdrals holds a bit
of Saint Raphael Archangel who is the patron Saint of lovers (young singles
actually, different from Saint Valentine).
