I've gotta agree with 12868 and Aussie Frank. I see your point 92166, but there's gotta be another way to deal with this. It is quite obvious that the threat of hanging for being a mule is not stopping people from doing it!
Singapore will keep hanging and the mules will keep muling! It's not going to stop them.
The detterant is not working. As one mule hangs, another replaces him.
