This is by far a unjust punishment for the crime. Like a poster said a few back. We have rapists and muderers that get life and even sometimes another chance to walk free. Legalize the stuff and there won't be greedy people making money. Won't be junkys stealing to get money to pay for the fix. Offer programs for the ones that would like to quit but otherwise, it's their body. They should be able to do what they want with it without the expense of others. That's where you legalize it.
