Someone's gotta come up with a better game plan.
Even though being a grass will probably get you killed anyway, but nevertheless, there are better uses for those type of criminals. Killing them stops the cycle of rehabilitation and learning how to get to the source of the problem.
Katalyst mentioned Burma, (the source) How's about a little bit of napalm to fix the problem?!!! Thing is, there's nothing in it for any government to do such a thing.
