Or self-installed. Could be a rental and mounting the dish on the building isn't allowed. I see them all over like this one or worse. I'm guessing the equipment is pretty cheap and expendable. Once we found one new receiver in the box on the road that fell of the truck. We called the dish company to return it to them and they didn't even care about it.
