It is an electrical generating plant. You can see the pile of coal in the lower right. There is a road or more likely a railroad track around it for delivery of coal. You can also make out the conveyors that feed coal from the pile to the plant. It is close to the water, because that is what they use as a source to create the steam to turn the turbines. The "silos" are the smokestacks.

You are all wrong! It's known as 'Plant XD-4'. It's located on the Korean Peninsula, but is funded by a right-wing German think-tank with links to the Ugandan Secret Service. I read about it on Wikipedia.

Sorry to dissapoint you, but it is a power plant, not some kind of launch site.

Our ICBMs are all in underground silos, and the gantries for space launches are not placed close together like that. If a launch vehicle explodes because of an accident during launch, you don't want anything else around it to be destroyed, so they are built away from other structures.
