The Canadians I know who are capable of doing so have separate private insurance policies to cover costs necessary for parts of their health care the govts system does not so they can then go outside Canada for treatments and receive treatments in a more timely fashion if necessary. Not exactly a glowing endorsement of a well working system.
Dunno the absolute truth of it but I recently read the waiting list for obstetric care in Canada is now 10 months long. Guess if you plan to have a baby, you'd better really plan ahead
