It's the international dialing code for Melbourne (Victoria) in Australia.
For example +61 (3) 8888 8888.
I use it distinguish the global account logins for the Skype users in our company so the usernames are easy to remember.
+613 is my office in Melbourne.
+316 is the Holland office.
