I've seen this image several times before on the internet and don't seem to see what the confusion is, all it's saying is keep right whilst going through the bend to avoid hitting oncoming traffic (presuming this was taken in a country which drives on the right).

It was taken in a country that drives on the right because the sign is on the right side of the road. Picture sucks.
